Angustias, Puerto Rico, is celebrating Sheriff Luis Gonzalo's 25 years of service. During the celebration, a huge fire is seen in the distance. Gonzalo and his men go racing to stop the fire, as the town does not have their own fire department. As they investigate the scene, they find that the family was still in the house and that there is a survivor.

The house belongs to Pedro Ortiz, a mild-mannered farmer who did not seem to be involved in anything that would justify his (and his family's) death. Gonzalo finds himself involved in a bizarre murder investigation as the local mayor does not want him investigating, and hidden corruption abounds. Someone hid drugs and a large amount of money in the town and they will stop at nothing to retrieve their loot. Sheriff Gonzalo must find the drugs, stop the drug dealers and close the case in time to go on vacation.

BURNING PRECINCT PUERTO RICO is a fast-paced thriller. The action is non-stop and all-consuming. Although action-based thrillers do not always contain character development, the characters in this book are fleshed out more than most. By no means can the reader feel as though they know or understand the characters; however, they can say that they at least recognize the individuals and their basic histories. This book felt like a well-written TV action movie.

This book also presents the idea of a corruption-filled country. Gonzalo does not trust the local governmental bodies nor does he trust the state police force. The seductive lure of drugs, power and money has run rampant throughout the country making it impossible to know who to trust. Gonzalo can only trust his own handpicked men and these men are the first to be attacked by the drug runners. The image of Puerto Rico this book presents, is not an idyllic paradise but a state just as corrupt as any other if not more so.

BURNING PRECINCT PUERTO RICO: BOOK THREE is obviously the third book in the series featuring Sheriff Louis Gonzalo. Steven Torres spent a portion of his childhood in Puerto Rico and uses his own memories of the country in his books.
