Pepper Martin usually doesn't mind working with the volunteers at Garden View Cemetery; realistically, the place couldn't run without their help. Marjorie Klinker is the exception to that rule. Marjorie is a know-it-all, generally, and very specifically an obnoxious know-it-all when it comes to anything regarding James A. Garfield. Marjorie is obsessed with President Garfield; on the occasion of his 179th birthday, she wants to pull out all the stops and run the entire show. Not something Pepper wants any part of. Still, it's part of her job and Pepper is willing to make the best of it.

When Marjorie is found murdered in Garfield's memorial, Pepper decides to find her killer. She is motivated, at least a little bit, by her bad feelings for Marjorie. Mostly she is motivated by the fact that her detective ex-boyfriend is in charge of the case and has warned her to stay away. Pepper is not one to resist a challenge. There is also the ghost of Garfield, who spends a lot of time telling Pepper to keep the noise in the memorial to a minimum because he has a government to run. Pepper will do almost anything to get the boring dead president out of her head.

Pepper Martin is a great character. She sees and hears ghosts, which might make most women a little nuts. Pepper has accepted this and gone on with her life. She likes nice clothes, she likes her job, and she'd like a love life. Too bad the detective ex-boyfriend won't believe her about the ghosts, but she doesn't let that hold her back. She is also smart enough to realize when she needs back up, and sane enough to make sure it's there. Pepper learns a lot about Garfield while she's trying to figure out who murdered Marjorie; this means that readers also learn a lot about Garfield without feeling force-fed the information. All in all, TOMB WITH A VIEW is an interesting mystery with a bit of history woven throughout.
