The Brotherhood stages a series of terrorist attacks on New York, destroying the FBI office, the City's Emergency Operations Center, One Police Plaza and Rockefeller Center. There are massive explosions in the Holland, Lincoln and Midtown Tunnels. These all successfully seal off the city and demoralize the populace and the government.

One of the attacks kills Hughes' wife and children. This traumatic experience causes a breakdown in Dr. Bremer's total control in Hughes' mental programming.

With the help of Addie Vandemeyer, a reporter, Hughes begins to trace the faceless controllers behind his nightmares.

This is a well-constructed story of ambition and terror. The background of the mental programming and brainwashing is well presented. The action is fast paced with the outcome left in doubt until the very end.

The concept behind the mental programming is very believable, and raises questions in the mind of the reader as to its possibilities in the hands of the unscrupulous. This book was originally written in 1993, but the content is as relevant today as it was then.
